Allow referrals with a self, patient, or family source to be merged without requiring a referring or primary physician.

Referrals in CRM always require a primary physician, and this is not configurable. When a referral comes in as a self, patient, or family referral, there is often no referring or primary physician to record. Users can still create these referrals, but when they try to merge two of them into a single accurate record, the merge is blocked because the primary physician field is flagged as required.

The request is to have the merge validation recognize self, patient, and family referral sources and allow the merge to complete without a primary physician, or to make the requirement configurable at the account level for those referral sources. Any agency that takes self or family referrals would benefit, hospice in particular, since self and family referrals are common there.
