Selecting Multiple Users - Pages

In some areas when we are assigning or even creating views you can only select multiple users. We should allow multiple user selection for every view/table/popup. This is specifcally around the user selection in GOALS. You are able to select multiple users, on that page (20 max) however since it is in alphabetical order you need to do this multiple times potentially up to 20 times for 20 users for large organizations. By making it sticky I can search and select users on multiple pages or searches without fear of deselecting other users.
